Why bids fail on paperwork, and how the desk stops it

Bids in Iraq are rejected at the opening, before anyone reads the method statement or the price. Six document failures cause most of it, and all six are visible weeks ahead.

The rejection happens before the reading

A tender opening is an administrative check. The committee confirms the file structure, the forms and the certificates against the instructions to bidders. Bids that fail that check are set aside and the technical proposal inside them is never scored.

An expired Chamber of Commerce certificate ends a bid before it is scored

The first document in every register and every tender in the Kurdistan Region is a current certificate from the Erbil Chamber of Commerce, renewed on the chamber's own schedule. An expired certificate is a named reason for disqualification, and no buyer sends a reminder before the deadline.

The desk answer is a renewal calendar. The chamber certificate sits in it beside the vendor list registrations and the annual ISO surveillance dates. The certificate is read against its own expiry date at the start of every bid and again in the week before submission.

A financial bid that is not in a separate file

Tenders split the technical file from the financial file so the committee can score the technical content without seeing the price. One figure left in the wrong place breaks that separation. In the live tender we work from, it is a disqualification.

The desk answer is to assemble two files from the first day of drafting. Before the pack is sealed, a checker searches the technical file for currency symbols, unit rates and price tables, and confirms the financial file stands alone.

Excel forms submitted as Excel

Buyers issue their forms as Excel workbooks because they are easy to fill in. The same tender then instructs bidders to attach PDF only. Returning the workbook in its original format is a disqualification.

The desk answer is a conversion step with a second reading. Every completed form is exported to PDF, opened again, and read page by page to confirm nothing shifted in the export. Each file is then named by its requirement number.

No certificate from a recognised body loses eligibility points

The KRG Approved Suppliers Center and the Ministry of Natural Resources vendor list both score the quality system and the HSE file against certificates issued by recognised conformity bodies. Tenders inherit the same requirement. Without a valid certificate the bid loses those points and often fails eligibility outright.

A locally accredited certificate where the buyer expects an IAF member

Iraq's accreditation body IQAS is not a member of the international mutual recognition arrangement. A certificate from a locally accredited body such as KQC in Erbil is valid inside Iraq and for KRG lists. Oil companies, UN agencies and foreign buyers ask for a body accredited by a member of the International Accreditation Forum. Bureau Veritas has an office in Erbil. SGS and TÜV also operate in Iraq.

The desk answer is to choose the certification body from the buyer list before the audit is booked. A company that will bid to DNO, Genel Energy, Gulf Keystone or a United Nations agency picks the internationally recognised body first.

References without contactable people go unproven

A reference letter on company letterhead is not enough on its own. The live tender asks for two completed contracts above USD 150,000, each with a person the buyer can call. Committees do call. A disconnected number or a contact who has left the company leaves the reference unproven.

The desk answer is to collect references as part of the document pack, each with the contract value, the dates, the scope of work and a named contact who has agreed in advance to answer. Those contacts are confirmed again every year on the renewal calendar.

The checklist is the product

Each of these six failures is closed by a document, a date or a phone call. The work is keeping the pack current, checking it against the specific tender in front of you, and closing the gaps while the clarification window is still open.
