What ISO 39001 is

ISO 39001:2012 is the international standard for a road traffic safety management system. It asks a company that drives for work to measure the road traffic it creates, control the factors that decide whether a crash kills or injures someone, and set targets to bring those numbers down. It covers drivers, vehicles, routes, speed, loads and what happens after a crash. The certification body issues the certificate to the company.

What the standard requires

  1. Clauses 1 to 3 cover scope, normative references and terms. Clauses 4 to 10 are the requirements an auditor checks.
  2. Clause 4, context. State the road traffic the company creates and uses, name the parties involved, and set which fleet and operations the system covers.
  3. Clause 5, leadership. Management signs the road traffic safety policy and gives the coordinator authority over journeys, vehicles and drivers.
  4. Clause 6, planning. Pick the performance factors the company can influence: distance driven, speed, seat belt use, driver fatigue, alcohol, vehicle condition, route choice and load. Set targets with numbers and dates.
  5. Clause 7, support. Driver licences, medical checks and defensive driving records, plus control of documents and records.
  6. Clause 8, operation. Run journey management, control vehicle selection and maintenance, control driving hours and rest, and prepare the response to a crash including first aid, recovery and reporting.
  7. Clause 9, performance evaluation. Measure the factors and the outcomes, investigate every crash and near miss, run internal audits on a plan, and hold a management review.
  8. Clause 10, improvement. Log every incident and nonconformity, find the cause, correct it, and show the numbers came down over the period.

Two tracks, you choose one

Certificate track

5 days

A transport or service company that needs a valid certificate for an operator prequalification, an MNR AVL renewal or a tender clause before the deadline. We prepare the compliance system in five working days. The certification body then issues the certificate, and its calendar sits outside the five days.

Steps
  1. We read the operator requirement or the tender clause on day one and confirm the fleet, the scope and the body the buyer accepts.
  2. We pull the last twelve months of incidents, licences, fines and vehicle records on day one and day two and set the baseline from them.
  3. We write the document set on day two and day three: policy, targets, journey management, driver rules, vehicle standards and the crash response procedure.
  4. We train the drivers and the supervisors on day four in a half day session on the rules and the forms.
  5. We run the first internal audit and the management review on day five, then close the findings.
  6. We book the certification body at the end of the five days, and the body sets the stage 1 and stage 2 dates on its own calendar. We prepare the yard and the office, attend both stages, and answer the findings with your team.

  2. We ride the routes with the drivers and record what actually decides speed, fatigue and risk on each lane.
  3. We set the vehicle standard, the journey rules and the driving hour limits with the transport manager.
  4. We write the documentation in Arabic, Kurdish or English and keep the driver forms to one page.
  5. We train every driver and supervisor, and set the monitoring report management reads each week.
  6. We let the system run live for three to four weeks so the certification body sees real journey plans and real investigations.
  7. We run the internal audit programme and the management review, then prepare the site and attend stage 1 and stage 2.

We prepare the compliance system in five working days on the certificate track. The implementation track runs six to fourteen weeks. The certification body then issues the certificate. Bodies working in Erbil and Basra set their own audit dates.

A certificate from a body accredited by IQAS, for example KQC in Erbil, is valid in Iraq and accepted for KRG lists. IQAS is not a member of the IAF Multilateral Recognition Arrangement. Operators such as DNO, Gulf Keystone and Basrah Gas Company, and UN agencies registering suppliers on ungm.org, require a body accredited under an IAF member, such as Bureau Veritas, SGS or TUV.

Oil and gas operators are the main buyers. DNO, Genel Energy, Gulf Keystone, HKN, Basrah Gas Company and Rumaila apply land transport rules based on IOGP Report 365 to every contractor vehicle on their roads. The MNR Approved Vendor List at mnronline.com/avl checks driver and vehicle records under its HSE criteria, with an annual government fee by category. Insurers price fleet cover on the same evidence. ISO 45001 covers the people who work for the company and ISO 39001 covers the road traffic the company creates, so Kurdistan operators ask a haulage contractor for both.

The standard requires the company to measure the performance factors it chose, and it names no technology. Speed and driving hours can be evidenced from tachograph data, journey forms and supervisor checks. In practice operator contracts in Kurdistan and Basra specify in vehicle monitoring on every unit entering a licence block, so most fleets fit it anyway and use the weekly report as the clause 9 evidence.

Three years from the date of issue. The certification body runs a surveillance audit each year and a recertification audit in year three, and at each one the auditor asks whether crashes and injuries moved against the targets. We keep those dates in a calendar and prepare the company for each audit. A suspended certificate will not pass an MNR AVL renewal at mnronline.com/avl.
